No, it's entirely the same game, complete with all the updates that the console version has (including all updates released between now and the launch of the PC version). The only differences are some PC-specific graphic settings, keyboard/mouse support, and RBN via Steam Workshop.
PS4 instruments will work as long as your PC has Bluetooth! Xbox One instruments will likely work as well, but we need to work with Microsoft to ensure they function correctly.
